Which definition of a foot does this tool use?

It uses the international foot, exactly 0.3048 metre, not the older U.S. survey foot, whose value differs slightly.

Why is 170 cm not exactly 5 feet 7 inches?

170 cm is about 5 feet 6.93 inches. Saying 5 feet 7 inches rounds the remainder to a whole inch and is not the exact converted value.

Do many decimal places mean the measurement is that accurate?

No. A conversion factor may be exact, while real accuracy is limited by the measuring instrument and significant figures of the source value. Round to a suitable precision.
